Sort Tags by cote

Tags are currently sorted alphabetically. I'd like to sort them in whatever order I like, usually, with the most important at top. Right now, I rely on putting a ! in front of tag names if I want them at the top, but I'd rather just be able to customize the order.

Like Tiger's smart folders. You fill out some peramiters like keywords and all yours feeds with that word will be in that folder. For example, an Apple Smart Folder will show everything from Apple Corp. to apple juice as long as it's in my feeds.
